This is the panel rear of the spare wheel well, the upright section where you would remove the gear selector shaft from. Reproduction.

This spare wheel well repair section has an oxidation prohibiting packing paint, this is not a primer. Once the panel has been welded into final position you should strip back the panel to bare metal and then prime and paint it to sufficiently protect it against future oxidation.
