This is the long knob used on Beetle and Karmann Ghia with the padded dashboard, on Type3 68- and on Type 4. It is for  both the light and wiper switch, but comes with a cap for the light that is not quite the correct model.

You can easily remove this for use as a windscreen wiper switch and replace it at the
light switch for the more correct cap BBT 0636-962.
