The purpose of these seals is to seal the transition between suspension arm and front axle on Beetle, Karmann Ghia and Type181 after 08/65 and The 2 larger ones (VW 131 405 129) are also the lower ones for the Type3 after 08/64-. 

These makes the grease stay in the front axle and the dirt and moisture cannot penetrate into the front axle housing.
